Summary of Request

Caspar Landfill is a closed, approximately 20-acre Class III solid waste disposal facility.  Post-closure maintenance standards for disposal sites contain vegetation maintenance requirements for the landfill vegetative cover layer.  Additionally, control of vegetation further facilitates landfill inspections, helps to control the establishment and spread of noxious and invasive weeds, and provides fuel load reduction for fire safety.  Department of Transportation (DOT) has been conducting vegetation management activities at the Caspar Landfill through a contract since 2020.  DOT will prepare and administer specifications and contract documents for DOT Contract Number (No.) 250003, Caspar Landfill vegetation management for a three year period for an estimated cost of $105,000. Fifty percent of the annual costs will be reimbursed from the City of Fort Bragg through an existing Joint Powers Agreement (JPA) for maintenance of the jointly-owned landfill. DOT recommends and respectfully requests the Board adopt the resolution authorizing DOT to advertise and award DOT Agreement No. 250003.

Do not approve advertisement and award and discontinue vegetation management services at Caspar Landfill.
