Summary of Request:
Tapestry Family Services, Inc. (Tapestry) provides Specialty Mental Health Services (SMHS) and Mental Health Services Act (MHSA) programs to Mendocino County residents in Ukiah, Willits, Fort Bragg, Laytonville, and Covelo, within the schools, community, and office. On June 11, 2023, the Mendocino County Board of Supervisors (BOS) approved Agreement No. BOS-23-127 with Tapestry for SMHS and MHSA programs to eligible Medi-Cal beneficiaries of Mendocino County. Services under this Agreement include SMHS: Assessment, Plan Development, Collateral, Therapy, Rehabilitation, Targeted Case Management, Intensive Care Coordination, Intensive Home-Based Services, Therapeutic Behavioral Health Services, and Therapeutic Foster Care; and MHSA programs: Integrated Care Coordination for beneficiaries through culturally specific outreach and services to Latino and Native American communities, Full Service Partnerships, and Behavioral Health Court to better serve consumers with severe mental illness and severe emotional disturbances.
Through Agreement No. BOS-23-127, it was expected that Tapestry would serve a certain number of youth and adult clients. The anticipated number of clients was greatly exceeded during the first quarter of Fiscal Year (FY) 2023-24 (July through September 2023). As a result, on April 23, 2024, the BOS executed a first Amendment to Agreement No. BOS-23-127, increasing funds available by $1,800,000, for a new total of $5,575,662 in order to accommodate the increased demand for mental health services, and a growing need for specialized care in the community.
Mendocino County Behavioral Health and Recovery Services (BHRS) is currently processing a Request for Proposals (RFP) for SMHS. In order to make sure SMHS are provided continuously while the RFP processes, BHRS has created the proposed second Amendment to Agreement No. BOS-23-127. The second Amendment increases the total amount by $1,306,864, for a new total of $6,882,526, increases the number of clients served by 20% for a minimum of 602, and extends the term an extra three months, through September 30, 2024. Once the proposed second Amendment is executed, it will be effective for the full term of the Agreement, from July 1, 2023 through September 30, 2024.
