Approve Agreement with the Community Development Commission of Mendocino County in the amount of $150,000 to support a landlord liaison position and associated services, effective October 1, 2023, through June 30, 2024; authorize the Social Services Director or designee to sign any future amendments that do not increase the annual maximum amount; and authorize Chair to sign same.

Summary of Request:
The State of California has established the Homeless Housing, Assistance, and Prevention Program (HHAP) with the goal of providing one-time flexible block grant funds to Continuums of Care and counties to support regional coordination and expand or develop local capacity to address immediate homelessness challenges informed by a best-practices framework focused on moving homeless individuals and families into permanent housing, and supporting the efforts of those individuals and families to maintain their permanent housing.
Through the proposed Agreement, the Community Development Commission of Mendocino County will hire one Housing Locator and/or Landlord Liaison at 0.9 Full Time Equivalent. The Housing Locator and/or Landlord Liaison will assist individuals and families in overcoming the key barriers to obtaining permanent housing via recruiting new landlords and retaining current landlords through the operation of a Landlord Incentive Program.
