Previous Board/Board Committee Actions:
By Resolution No. 16-144 (December 6, 2016), the BOS authorized DOT to enter into Agreement No. 160048 with Crawford and Associates Inc., for as-needed geotechnical services for various assignments on an assortment of projects throughout the county.
Summary of Request:
The declared storm disasters of 2017 resulted in damage to the County Maintained Road System at 47 identified sites. The number of storm damage sites requiring geotechnical engineering services is 27, which exceeded our expectations for the need for on-call geotechnical engineering services. All of these sites have been approved for funding through the Federal Highway Administration (FHWA) and Federal Emergency Management Agency (FEMA). Five sites have been approved by FHWA with a reimbursement rate of 88.53%, and 22 sites have been approved by FEMA with a reimbursement rate of 93.75%. The proposed amendment with Crawford and Associates, Inc., will provide $390,000 in additional funds to carry out the geotechnical services, as well as, include the mandatory federal language included in Caltrans Local Assistance Procedures Manual Exhibit 10-R: Architectural and Engineering Sample Contract Language in BOS Agreement No. 16-099/ DOT Agreement No. 160048.
Alternative Action/Motion:
Deny Approval of Amendment No. 1 to BOS Agreement No. 16-099/DOT Agreement No. 160048
