Summary of Request:
The proposed Agreement provides tiered funding for Transitional Housing Program-Plus (THP-Plus), a program that offers supportive housing for up to nine eligible young adults per month, with priority given to young adults who exited the foster care system. These young adults would otherwise be homeless and need assistance developing skills that will support them in becoming independent and self-sufficient. In addition to housing, the THP-Plus program provides supportive services regarding education, job readiness, life skills, and longer-term housing. Young adults are eligible to participate in the program between the ages of eighteen and their twenty-fifth birthday, and for up to thirty-six cumulative months. The THP-Plus program previously only served former foster youth, however, due to funding from the California Department of Housing and Community Development, this program may now serve homeless young adults who were not previously in foster care, although priority is to be given to former foster youth. Redwood Community Services, Inc. (RCS) is the only agency in Mendocino County approved by the California Department of Social Services to provide THP-Plus. RCS served 6 youth (all former foster youth) in November and December 2023, 5 youth (all former foster youth) in January 2024, 7 youth (all former foster youth) in February 2024, 8 youth (all former foster youth) in March 2024, 9 youth (all former foster youth) in April 2024, 4 youth (all former foster youth) in May 2024, and 4 youth (all former foster youth) in June 2024.
