Tapestry Family Services in the amount of $8,577,300 to provide Specialty Mental Health Services to eligible Medi-Cal beneficiaries of Mendocino County for a total combined amount of $29,026,234, effective July 1, 2025, through June 30, 2026; authorize the Director of Health Services or designee to sign any future amendments that do not increase the annual maximum amount; and authorize Chair to sign same.

Summary of Request:
Mendocino County Health Care Providers has established a health care collaboration to provide a unified process by which different heath care professionals, organizations, and sectors work together to deliver more effective, coordinated, and patient-centered care.
The Request for Proposal (RFP) was completed in FY 23/24. The committee for RFP #010-24 Specialty Mental Health Service Providers consisted of reviewers from Behavioral Health, Probation, Sheriffs, and Social Services. After evaluation of all proposals received, the RFP committee made the following recommendations:
Contract with Anchor Health Management, Inc. for medication support services. Anchor would provide specialty mental health medication support services to Mendocino County residents in Ukiah, Fort Bragg, and via telehealth. Medication Support Services would be provided to residents of Mendocino County who meet medical necessity and access criteria and have Medi-Cal or are indigent. Anchor Health Management, Inc. would serve up to 1250 beneficiaries. Anchor Health Management, Inc. has been providing specialty mental health medication support services for beneficiaries for several years. The estimated contract total would be $2,900,000. The estimated cost per beneficiary would be $2,320.
Contract with Mendocino Coast Hospitality Center (MCHC) to provide specialty mental health services (SMHS) to Mendocino County adult residents in Fort Bragg. The services to be provided include assessment, plan development, collateral, therapy, rehabilitation, and targeted case management. MCHC will serve up to 200 adult beneficiaries. MCHC has been providing specialty mental health services for beneficiaries for several years. The estimated contract total would be $551,000, which includes their Mental Health Services Act programs. The estimated cost per beneficiary for SMHS would be $2,755.
Contract with Mendocino County Youth Project (MCYP) to provide specialty mental health services (SMHS) to Mendocino County youth (0-17) and transitional age youth (18-24) residents in Ukiah, Willits, and Fort Bragg within the schools, community, and office. The services to be provided include assessment, plan development, collateral, therapy, rehabilitation, targeted case management, and intensive care coordination. MCYP will serve up to 250 children (0-15) and up to 100 transitional age youth (16-24) beneficiaries under the SMHS. MCYP has been providing specialty mental health services for beneficiaries for several years. The estimated contract total would be $810,000, which includes their Mental Health Services Act programs. The estimated cost per beneficiary for SMHS would be $2,314.
Contract with Redwood Community Services, Inc. (RCS) to provide specialty mental health services (SMHS) to Mendocino County youth (0-17), transitional age youth (18-24) and adults (25+) residents in Ukiah, Willits, and Fort Bragg within the schools, community, and office. The services to be provided include assessment, plan development, collateral, therapy, rehabilitation, targeted case management, intensive care coordination, intensive home-based services, therapeutic behavioral services, and therapeutic foster care. RCS will serve up to 700 youth (0-17), up to 400 transitional age youth (18-24), and up to 1600 adult beneficiaries. RCS has been providing specialty mental health services for beneficiaries for several years. The estimated contract total would be $16,187,934, which includes their Mental Health Services Act programs. The estimated cost per beneficiary for SMHS would be $5,995.
Contract with Tapestry Family Services Inc. (Tapestry) to provide specialty mental health services (SMHS) to Mendocino County residents in Ukiah, Willits, Laytonville, Fort Bragg, and Covelo within the schools, community, and office. Tapestry will also be working with Behavioral Health to look at expanding to the South Coast. The services to be provided include assessment, plan development, collateral, therapy, rehabilitation, targeted case management, intensive care coordination, intensive home-based services, therapeutic behavioral health services, and therapeutic foster care. Tapestry will serve up to 550 children (0-15) and up to 175 transitional age youth (16-24), and up to 650 adult beneficiaries (25 and over). Tapestry has been providing specialty mental health services for beneficiaries for several years. The estimated contract total would be $8,577,300, which includes their Mental Health Services Act programs. The estimated cost per beneficiary for SMHS would be $6,238.
All contracted providers would be providing Specialty Mental Health Services as defined in these contracts and pursuant to Medicaid laws and regulations, including the 1915(b) Waiver, the County of Mendocino State MHP Agreement, and BHRS policies and procedures. Specialty Mental Health Services are provided to residents of Mendocino County who meet medical necessity and access criteria and have Medi-Cal or are indigent.
All contracted providers shall provide data and metrics to Behavioral Health which shall include: Number of individuals housed during services, number of individuals unhoused vs housed in services, number of new beneficiaries' accessing services, number of services provided, number of services provided by provider type, type of services provided by provider type, number of beneficiaries who completed treatment and have not returned, number of beneficiaries currently in services accessing crisis services, improvement in beneficiaries outcome measures including but not limited to based on client's age, the Adult Needs and Strengths Assessment (ANSA), Child Assessment of Needs and Strengths 50 (CANS-50), Client Satisfaction Questionnaire (CSQ-4) General Anxiety Disorder-7 (GAD7) Pediatric Symptom Checklist (PSC-35) and Adverse Childhood Experiences, to measure clients' functioning and/or satisfaction, and number of beneficiaries access services that needed a higher level of care, i.e. LPS.
County Behavioral Health & Recovery Services shall continue discussion and consider contracting with additional providers.
