Previous Board/Board Committee Actions:
Direction to staff at the May 4, 2021 meeting to initiate a competitive process for the preparation and development of a County Wide Facilities Space Needs Assessment, and approval and adoption at the November 16, 2021 meeting of first quarter adjustments to the 2021-22 budget including allocation of $100,000 for the Space Needs Assessment.
Summary of Request:
As directed, staff developed and issued RFP 35-21 for a County Wide Space Needs Assessment on August 26, 2021 and received six proposals by the September 23 deadline. A review committee with representatives from Facilities, Central Services, Executive Office and Social Services reviewed and scored the proposals, ultimately selecting the proposal from Nichols Melburg & Rossetto Architects to recommend to this Board as the best value to begin this important process. The contract prepared for approval is for the initial phase outlined in the RFP that captures existing use and condition information available through initial site investigation and interviews with staff, applies design analysis to prepare recommendations for additional assessment and planning steps to better inform future capital development and/or project priorities to address the most critical space and condition needs.
As accessibility of the county facilities is integral to the condition assessment, this contract will provide significant progress in updating our ADA transition plan. Previously approve funding for our ADA Transition Plan Update will supplement the dedicated funding for the Space Needs Assessment to fully fund this contract.
