Previous Board/Board Committee Actions:
On March 28, 2023, the Mendocino County Air Quality Management District Board adopted Resolution 23-057, ratifying the submittal of the application to participate in Year 5 of the state FARMER grant program (Fiscal Year 2022-23), authorizing the Air Pollution Control Officer to accept allocated State program funds in the amount of $580,600, and execute the grant agreement on behalf of the district.
Summary of Request:
For Fiscal Year 2022-23 (FARMER Program Year 5), the California Air Resources Board (CARB) allocated $150 million statewide under the Funding Agricultural Replacement Measures for Emission Reductions (FARMER) Program to reduce emissions from agricultural equipment. On March 28, 2023, the MCAQMD Board adopted Resolution 23-057 authorizing participation in the program and acceptance of $580,600 in State funds. District staff have screened applications and developed a proposed prioritized list of eligible projects consistent with CARB FARMER program guidelines, which is attached to the proposed resolution as Exhibit A. In particular, the ranking of the applications is in order of cost-effectiveness. FARMER program guidelines can be reviewed at the link provided below.
Adoption of this Resolution will approve the project list and the District will enter into grant funding agreements with the applicants in the order they are listed. Preparation and execution of grant funding agreements will be contingent on the inspection by District staff of the equipment to be replaced to confirm conformance with FARMER program guidelines. The resolution will also delegate signatory authority to the Air Pollution Control Officer to execute funding agreements with applicants and any amendments that do not increase the amount of the grant award.
Alternative Action/Motion:
Do not adopt the Resolution and provide direction to staff regarding revisions to the proposed prioritized project list or program administration.
