Previously the board had approved Amendments No. BOS-23-195 and No. BOS-23-195-A1 on December 5, 2023 and June 4, 2024, respectively, to the original Executive Office Agreement No. PA-23-39 that was entered into on October 7, 2022.
Summary of Request:
Regional Government Services Authority (RGS) is a public agency located in Carmel Valley, California, providing consulting, administrative, and project management services for local governments. RGS was founded in 2001 as a Joint Powers Authority (JPA) and began serving the needs of cities, counties, special districts, joint powers authorities, and other governmental entities in 2002. RGS provides support and consulting services exclusively for public agencies, in order to help meet needs related to common challenges such as decreasing revenues, increasing demands and costs for services, and loss of experienced staff.
On October 7, 2022, the Mendocino County Executive Office executed Agreement No. PA-23-39 with RGS at the Purchasing Agent (PA) level of approval, in the amount of $38,000 for fiscal systems review services through June 30, 2023. Mendocino County identified RGS as a sole/single source for these unique services due to experience with the structure, workflows, and regulatory requirements which apply to and impact the delivery of work within public agencies, and status as a JPA staffed by Advisors with extensive professional and executive experience inside California local government agencies. Through Agreement No. PA-23-39, RGS began evaluation of Mendocino County’s fiscal practices and processes, with an end goal to provide a final written report/assessment. On June 30, 2023, first Amendment No. PA-23-39-A1 was executed at the PA level of approval, extending the term through December 31, 2023, to allow RGS more time to review and generate a report/assessment. On December 5, 2023, second Amendment No. BOS-23-195 was executed by the BOS, replacing the Scope of Work with a new Scope, which focused on an Assessment of the Auditor-Controller-Treasurer-Tax Collector’s Offices and RGS facilitation of short-term delivery of essential documentation including for Fiscal Year 2022 and 2023 Independent Audit Reports and other critical tasks, extending the term further through June 30, 2024, and increasing funds available for these services. On June 4, 2024, a third Amendment to Agreement No. PA-23-39 updated the Scope of Work to include the Fiscal Year 2024 and extended the term again through June 30, 2025. The Final Agreement resulted in a report of Fiscal Operations Findings, Recommendations, and Responses Conducted by Regional Government Services that was presented to the Board on February 25, 2025.
This Agreement is a new Agreement that moves the contracted services under the Office of the Auditor Controller/Treasurer Tax Collector (ACTTC), to assist the ACTTC with implementing the recommendations that were presented to the Board on February 25, 2025 and for RGS to facilitate the delivery of essential financial documentation necessary for the Fiscal Year 2025 and 2026 Independent Audits and Financial Reporting. Please approve the Agreement with Regional Government Services, in the amount of $100,000.00, for Fiscal Systems Review and Consulting Services, effective when Agreement is fully executed, through January 31, 2027, and authorize Chair to sign same.
