Approve retroactive Agreement with Redwood Community Services, Inc. in the Amount of $114,257.14 to provide Crisis Counseling Services and Community Educational Meetings for the period of October 12, 2017, through June 30, 2018; authorize the Health and Human Services Agency Director or designee to sign any future amendments to the Agreement that do not increase the annual maximum amount; and authorize Chair to sign same.

Summary of Request

The Federal Emergency Management Agency (FEMA) provides assistance to states that suffer natural disasters. This assistance includes funding through the Federal Crisis Counseling Assistance and Training Program (CCP) that is to be used to provide community-based outreach and psycho-educational services. CCP, in response to the October 2017 Mendocino Lake Complex fire, and after the State of California received a Presidential Disaster declaration, issued funds to Mendocino County for crisis counseling and related services. The Health and Human Services Agency (HHSA), Behavioral Health and Recovery Services (BHRS) is using the funds to contract with Redwood Community Services (RCS) to provide Crisis Counselors and to hold Community Educational Meetings. RCS provided CCP-related services immediately after the fire and continues to provide them throughout Mendocino County.

 

CCP funding was delayed at the State level while contract terms were being revised by FEMA. HHSA BHRS received a revised budget for distribution of funds on April 3, 2018.
