On July 18, 2017, the Board of Supervisors provided direction to staff to research and bring forth a recommendation for a position to manage a stand-alone cannabis management unit to serve as a county-wide coordinating body for the County’s Cannabis Program.

Summary of Request

The Human Resources Department is charged, as part of the overall maintenance of the classification and compensation plan, to evaluate current classifications, create new classifications (including appropriate salary levels), reclassify positions, examine requests for salary grade adjustments, analyze allocations, and make recommendations for additions, modifications, and corrections.

On July 18, 2017, the Executive Office presented to the Board, the concept of a unit within the Executive Office that will administer the County’s Cannabis program. The role of the proposed unit will be to serve as a county-wide coordinating body, under the direction of the Chief Executive Officer, and with the Board of Supervisors and other County departments, to implement and administer the Board’s cannabis policy priorities and departmental procedures.  This agenda item presents a proposed classification specification, and a recommendation for the adoption of a Cannabis Program Manager and the allocation of a one (1) Full-Time Equivalent (FTE) position to Budget Unit 1020.  The source of funding for this position is the Cannabis Business Tax; the current fiscal year cost and annual recurring costs reflected below include the cost of benefits.
