Summary of Request:
This request is to approve California Work Opportunity and Responsibility to Kids (CalWORKs) System Improvement Plan (Cal-SIP) for the County of Mendocino as part of the CalWORKs Outcomes and Accountability Review (Cal-OAR) process set forth by Section 11523 of the Welfare and Institutions Code. Cal-OAR is a local, data-driven program management system to facilitate continuous quality improvement of County Welfare Department programs by collecting, analyzing, and disseminating outcomes and best practices. Cal-OAR process was initially authorized in 2017 and following a pause due to pandemic the program and funding were reinstated in 2021.
Mendocino County’s Cal-SIP was developed with input from internal and external stakeholders between November 2022 and April 2023. Through this process, internal and external stakeholders were able to participate in the County Self-Assessment process, sharing ideas, insights, and recommendations for improving Mendocino County’s CalWORKs program. The Cal-OAR performance measures identified for improvement during this initial Cal-OAR Cycle are Engagement Rate and Sanction Rate. Mendocino County then met with Humboldt County during the peer review process in October 2023 to review and finalize the goals and strategies. Mendocino County’s Cal-SIP has been accepted by the California Department of Social Services and requires Board approval to meet the requirement of Section 11523 of the Welfare and Institutions Code.
