Previous Board/Board Committee Actions:

By Resolution Number (No.) 17-056 (April 18, 2017), the Board approved Board of Supervisors (BOS) Agreement No. 17-015, a Joint Powers Agreement Forming the Ukiah Valley Basin Groundwater Sustainability Agency (UVBGSA) and committing the County to act as the Agency's Treasurer and Controller.  On July 10, 2018, the Board approved BOS Agreement No. 18-104 with Larry Walker and Associates to develop the Ukiah Valley Basin Groundwater Sustainability Plan (GSP).  On September 28, 2021, the Board approved an annual allocation of funds in the amount of $68,750 to the UVBGSA, for Agency administration and implementation of the GSP, until such a time that a regulatory fee or other funding mechanism is implemented.                     

 

Summary of Request

Mendocino County Water Agency (MCWA) received the attached request from UVBGSA, dated November 1, 2023, for an additional member contribution in the amount of $30,000 for Fiscal Year (FY) 2023-2024.  This is in addition to the $68,750 annual contribution, due from each member, which has already been paid to UVBGSA for FY 2023-2024.  The UVBGSA Board approved the additional request to member agencies at their meeting on June 15, 2023 and it is necessary to fund the expedited rate and fee study to facilitate the UVBGSA beginning to implement fees in FY 2025 and eventually becoming self-sufficient.  Without the additional contributions from member agencies, the UVBGSA anticipates facing a budget shortfall by the end of this FY.  According to the request letter, the intention is to deduct the $30,000 additional contributions from member contributions due in FY 2025-2026 so the net contributions will not increase.  MCWA staff recommends the Board approve the additional member contribution to UVBGSA in the amount of $30,000 for FY 2023-2024, to be paid using PG&E Drought Funds, and approve the corresponding request for appropriation to facilitate the budget transfer.      

 

Alternative Action/Motion:

Do not approve additional member contributions to UVBGSA.
