Summary of Request:
On August 11, 2020, Mendocino County Behavioral Health and Recovery Services (BHRS) released Request for Proposal (RFP) No. MH-20-005-RFP for Crisis Residential Treatment Facility Operations. The RFP resulted in submission of one qualified proposal from Redwood Community Services, Inc. (RCS). BHRS reviewed the proposal, and awarded the Agreement to RCS. Agreement No. BOS-22-063 was executed by the Mendocino County Board of Supervisors (BOS) on March 15, 2022, through which RCS provides Residential Treatment Facility operations and crisis residential services on a transitional basis to Mendocino County adults, age 18 years or older, who are experiencing a mental health crisis. The length of stay at the facility is 30 days, with an average length of stay of 14 days. RCS provides these services with a goal to transition clients from higher, more expensive levels of mental health services, to more independent, lower levels of care and housing in the community.
On May 23, 2023, the BOS approved the first Amendment to BOS Agreement No. BOS-22-063 to increase the Agreement total to $1,973,658. The proposed second Amendment to BOS Agreement No. BOS-22-063, increases the total amount to $2,116,068, for additional operational costs for the Crisis Residential Treatment Facility. Facility operations are funded through Medi-Cal, Realignment, and the Mental Health Services Act, and a reduction in psychiatric hospitalization costs as a direct result of the Crisis Residential Treatment Facility will allow for redirection of funding to cover the additional operational cost.
