Ratify grant application submission for the FY 2024 Body-Worn Camera Policy and Implementation Program to Support Law Enforcement Agencies in the amount of $60,000 for the expansion of the body-worn camera program and procurement of thirty (30) body-worn cameras for the Mendocino County Jail Behavioral Health wing with a total County match of $30,000 for FY 2025-26; and authorize the Sheriff to accept funds and sign the resulting revenue agreement, if awarded by the U.S. Department of Justice, Bureau of Justice Assistance (DOJ BJA).

Summary of Request:
The Body-Worn Camera Policy and Implementation Program awards grants on a competitive basis to support the purchase and lease of body-worn cameras (BWCs) by publicly funded law enforcement and corrections agencies as part of comprehensive BWC programs. The solicitation seeks to support BWC programs to promote evidence-based and procedurally just practices. The program furthers the Department of Justice’s mission to uphold the rule of law, to keep our country safe, and to protect civil rights. If awarded, the Sheriff’s Office will procure and deploy thirty (30) BWCs for Corrections Deputies working in the Behavioral Health wing of the new Jail facility, expected to be in operation in late 2025. The anticipated maximum dollar amount of the award is $60,000 with a 50% County match of $30,000. The period of performance begins on October 1, 2024 and has a duration of 36 months. The identified BWCs will be procured during FY2025-26.
On July 3, 2024, the Sheriff’s Office sent a letter to the CEO requesting approval to apply in order to meet the application deadline of July 15, 2024, as per County Policy 25, with follow-up to the Board of Supervisors at their next available meeting. The CEO approved on July 3, 2024.
