By Resolution Number (No.) 16-051 (April 19, 2016), the Board of Supervisors (BOS) approved BOS Agreement No. 16-017/Department of Transportation (DOT) Agreement No. 160025 with Quincy Engineering, Inc. for plans, specifications, and estimate bid package for the Lambert Lane over Robinson Creek bridge replacement. By Resolution No. 21-151 (October 19, 2021), BOS adopted an Initial Study/Mitigated Negative Declaration and a Mitigation Monitoring and Reporting Program for this project under California Environmental Quality Act Requirements. By Resolution No. 23-044 (February 28, 2023), BOS authorized DOT to advertise for bids and award DOT contract number 230001 for construction of the Lambert Lane bridge replacement over Robinson Creek an estimated cost of $4,765,200.
Summary of Request:
Mendocino County Department of Transportation will prepare and administer construction plans, specifications, estimates, and contract documents for DOT Contract No. 230001, for the Lambert Lane Bridge over Robinson Creek. This project is for construction of a new bridge on the same alignment, utilizing a detour bridge for through traffic during construction. BOS previously authorized DOT to advertise for bids and award DOT Contract No. 230001. However, due to a delay in right of way negotiations and rising construction costs, the current engineer’s estimate exceeds the original authorized cost estimate. The current total construction costs, including contingency, are estimated at $6,500,000. The project is to be funded primarily through the Federal Highway Administration (FHWA) Highway Bridge Program (HBP) with a local match from Toll Credits.
Alternative Action/Motion:
Postpone award of DOT Contract No. 230001 and delay commencement of construction.
