Summary of Request:
The California Department of Public Health (CDPH) provides funds to the Women, Infants and Children (WIC) program to support nutrition education and vouchers for nutritious foods to pregnant and breastfeeding women and their children who qualify for WIC services. Services that are provided include, but may not be limited to: designating supplemental foods for eligible participants; providing nutrition education to all adult participants and to parents or caretakers of infant and child participants; providing breastfeeding promotion-related activities to appropriate WIC participants; developing an annual nutrition service plan; informing the public of availability of all services provided by WIC; providing health referral services where applicable; and verifying participant eligibility. WIC provides these supportive services at nine locations throughout the County.
In May 2022, County of Mendocino, Public Health (PH) submitted a Contract Application to CDPH for WIC services funding; on July 25, 2022, PH received the award Agreement from CDPH; and on September 20, 2022, the Mendocino County Board of Supervisors (BOS) executed the Agreement as No. BOS-22-236, in the amount of $3,336,315, to support essential WIC program services across Mendocino County for a three-year term, through September 30, 2025. In March 2023, PH received a first Amendment to Agreement No. BOS-22-236; and on June 20, 2023, the BOS executed this first Amendment as No. BOS-22-236-A1, increasing the amount by $63,906, for a new total of $3,400,221.
In early 2023, PH was notified by CDPH of a forthcoming second Amendment to increase the awarded amount by $9,467 per year, for a total increase of $28,401, for a new overall total of $3,428,622. PH submitted the second Amendment packet to CDPH on April 3, 2023; and on September 26, 2023, the BOS executed this second Amendment as No. PH-23-033, increasing the amount by $28,401, for a new total of $3,428,622.
On April 23, 2024, PH submitted a third Amendment to Agreement No. BOS-22-236. The BOS executed this third Amendment as No. BOS-22-236-A2, increasing the amount by $25,308, for a new total of $3,453,930. Upon return of this third Amendment to CDPH, CDPH responded back to PH requesting approval of the proposed Resolution specific to the third Amendment to BOS-22-23. The proposed Resolution authorizes the County of Mendocino’s Director of Health Services to Sign for the CDPH Revenue Agreement, third Amendment No. 22-10260-A03 CDPH WIC.
