Previous Board/Board Committee Actions:

On June 24, 2025, the Board of Supervisors adopted the Master Position Allocation Table for the FY 2025-2026 Budget, Resolution Number 25-111.

Summary of Request

The Human Resources Department is charged, as part of the overall maintenance of the classification and compensation plan, to evaluate current classifications, create new classifications (including appropriate salary levels), reclassify positions, examine requests for salary grade adjustments, analyze allocations, and make recommendations for additions, modifications, and corrections.

Human Resources has collaborated with Health Benefits to review the current duties and responsibility assigned to the positions supporting the employee health benefits programs.  Based on the review, it was determined the work that is administered is specialized and distinct from the typical assigned classification of Administrative Analyst.

To ensure proper classification alignment and accurately reflect the primary functions of the positions, the Health Benefits Analyst has been created.  This new classification recognizes the specialized duties and knowledge required to administer the benefits programs, interpret and apply applicable laws and regulations, coordinate vendor and employee communications, analyze benefit-related data, and support strategic benefit administration initiatives.

The recommended salary range is consistent with the County’s structure and reflects both internal equity considerations and external labor market.

Attached is a copy of the new classification of Health Benefits Analyst.

There is no fiscal impact.
