Approve retroactive Agreement with Wylatti Resource Management, Inc., in the amount of $250,000 to provide temporary short-term ingress and egress at Creekside Cabins and RV Resort on State Highway 101 in Mendocino County, effective January 16, 2023, through June 30, 2023; authorize the Chief Executive Officer or designee to sign any amendments that do not increase the maximum contracted amount; approve appropriation transfer of funds in Fund 1100, Org code pb, increasing appropriations to line item PB-823300 (Forfeiture & Penalty) by $500,000.00, increasing line item PB-862189 (Professional Services) by $500,000.00, to be funded from Nuisance Abatement Line Item 2110-760791, to support the emergency crossing response at the Creekside Cabins North of Willits; and authorize Chair to sign the same.

Summary of Request:
On December, 30, 2022, a culvert failed beneath a private encroachment onto State Highway 101 at the Creekside Cabins and RV Resort, creating a sinkhole that blocks ingress and egress into the property. The County declared the sinkhole a public nuisance, and the proposed contract with Wylatti Resource Management, Inc., is part of the County’s summary abatement process to provide temporary ingress/egress into the property to allow residents an opportunity to relocate. Approval of the proposed contract will allow Wylatti to work with Caltrans and other state and local agencies to perform tasks that could include: transporting, installing, and removing a temporary bridge; controlling traffic; and providing materials, equipment, tools, and project management and consultation.
Additionally, approval of the related Appropriation Transfer of Funds will allow the County to fund the contract and cover other unknown expenses that may be needed to support the emergency at Creekside Cabins and RV Resort north of the City of Willits.
Retroactive approval for this item is requested due to the emergency nature of the services to be provided.
