Community and County Departments regarding priority projects within the County that could be funded by the one-time PG&E Disaster Settlement Funds.
May 4, 2021, Item 5(d), the Board accepted a presentation on the 2017 Redwood Complex Fire, 2018-2019 Recovery Project Plan. The plan included reference to the Redwood Valley Grange needing various repairs and upgrades, possibly to be funded with a portion of the one-time PG&E Disaster Settlement Funds.
August 17, 2021, Item 4(f), the Board accepted a Prioritized Spend for projects utilizing the one-time PG&E
Disaster Settlement Funds, including approval to award $250,000 to Redwood Valley Grange.
Summary of Request:
On May 4, 2021, the Board of Supervisors (BOS) accepted a presentation on the 2017 Redwood Complex Fire, 2018-2019 Recovery Project Plan. The plan included reference to the Redwood Valley Grange (Grange) needing ceiling repair; roof replacement; a new heating, ventilation, and air conditioning (HVAC) system; new insulation; a commercial kitchen upgrade including relevant structural, electrical and plumbing work, with a new floor, equipment, and appliances, possibly to be funded with a portion of the one-time PG&E Disaster Settlement Funds.
On August 17, 2021, the Mendocino County BOS was presented with the Grange’s funding proposal, which included upgrading the kitchen to commercial standards; replacing two heating, cooling and air conditioning units; upgrading restrooms, doors and parking lot to comply with Americans with Disabilities Act regulations; replacing specific sections of masonite siding including a new coat of paint; addressing certain structural and foundation issues; replacing flooring in the main hall, and replacing ceiling in the main hall including adding insulation. One August 17, 2021, the BOS approved the Prioritized Spend related to projects for strategically investing one-time Pacific Gas and Electric (PG&E) disaster settlement funds, and authorized the Assistant Chief Executive Officer to prepare and bring forward the necessary contracts for distribution of funds to non-county agencies. The Prioritized Spend included $250,000 to the Grange for the various repairs and upgrades as outlined in the Grange’s funding proposal.
The proposed Agreement in the amount of $8,781.71 uses a portion of the $250,000 to reimburse the Grange for a portion of the purchase and installation of a new Mitsubishi HVAC mini-split heat pump space conditioning system, including all necessary permits, electrical labor and supplies, a Home Energy Rating System certification, and system function testing. The Grange subcontracted with Apperson Energy for these services.
Award of PG&E funds to the Grange for these purposes supports the Grange’s provision of emergency response in Mendocino County, enhancing the County’s resiliency and directly facilitating effective response to disaster.
