Ratify submission of allocation documents to the California Department of Health Care Services; approve the resulting retroactive allocation in the amount of $268,843, to support the delivery of services of California Children’s Services, California Health and Disability Prevention, and Certification Statements for Children’s Medical Services Programs, effective July 1, 2022, through June 30, 2023; authorize the CEO or designee to sign the allocation and any future amendments that do not increase the maximum amount; and authorize Chair to sign same.

Summary of Request:
The California Children’s Services (CCS) program is a federally mandated health program that provides diagnostic and treatment services, medical case management, and physical/occupational therapy services to children under the age of 21 with CCS-eligible medical conditions. The California Health and Disability Prevention (CHDP) program is a federally mandated preventive health program that serves low to moderate income children and youth. Through the CHDP program, children can obtain regular preventive health assessments to identify any health problems. Those with suspected problems are referred for necessary diagnosis and treatment, and receive care coordination services through the CHDP program. The annual certification statements require both CCS and CHDP programs to comply with all applicable laws, rules and regulations, and the Children’s Medical Services (CMS) Plan and Fiscal Guidelines Manual; and require the County to agree that the program(s) may be subject to all sanctions or other remedies applicable if the program(s) violate any of the laws, regulations, and policies with which it has certified it will comply.
In June 2022, Mendocino County Public Health (PH) received the notice of allocation with a request from California Department of Health Care Services to provide proper documentation to secure the allocation. Due to limited time available to secure these funds, PH executed the allocation prior to seeking Mendocino County Board of Supervisors (BOS) approval. As a result, PH is requesting BOS ratification of submission of allocation documents, and approval of the retroactive allocation in the amount of $268,843.
