Summary of Request:
Mendocino County Department of Social Services (MCDSS) and the Community Foundation of Mendocino County (Foundation) seek to formalize an Expendable Fund Agreement to create the Mendocino County Social Services Community Support Fund (Fund).
The MCDSS Community Fund is intended to support MCDSS’s programs, services, and initiatives that benefit residents of Mendocino County. The Fund will be administered as a component fund of the Community Foundation under UPMIFA guidelines. Under the agreement, the Foundation will accept and distribute private donations exclusively for MCDSS charitable and public purposes; issue biannual distribution to MCDSS with provisions for extraordinary distributions under defined circumstances; provide oversight of investment, administration, and spending in accordance with applicable policies and regulations; and ensure annual accounting and donor recognition practices, including donor anonymity upon request.
The Fund will consist solely of private donations and charitable contributions accepted by the Community Foundation in accordance with its policies and applicable law. No County General Fund, tax revenues, or public appropriations will be included.
