Approve retroactive first amendment to BOS Agreement No. 24-001 and approve retroactive second amendment to BOS Agreement No. 24-129 with 4LEAF, Inc., a California Corporation, extending the termination dates of both Agreements to December 31, 2026, with no change to the existing contract amounts, for Inspector of Record (IOR) services associated with the SB 844 Jail Expansion and Psychiatric Health Facility Projects; and authorize Chair to sign same.

Previous Board/Board Committee Actions:
On January 9, 2024, the Board of Supervisors approved Agreement No. BOS 24-001 with 4LEAF, Inc., in the amount of $474,400 for IOR and document management services associated with the SB 844 Jail Expansion Project with a contract term through June 30, 2026.
On July 23, 2024, the Board of Supervisors approved Agreement No. BOS 24-129 with 4LEAF, Inc., in the amount of $249,940 for IOR and document management services associated with the Psychiatric Health Facility Project with a contract term through December 31, 2025.
On December 16, 2025, the Board approved the First Amendment to Agreement No. BOS 24-129, extending the termination date from December 31, 2025, to August 31, 2026, with no increase to the contract amount.
Summary of Request:
These agreements provide for IOR and document management services for the Jail Expansion Project and the Psychiatric Health Facility Project. Completion of both projects has been delayed beyond the termination date of these inspection agreements, and the requested extensions will allow 4LEAF, Inc., to complete all remaining inspections and project closeout documentation associated with both projects. These services are necessary to support the completion of the County's obligations for project closeout and documentation.
Neither amendment increases the contract amounts or modifies the established scopes of work.
Alternative Action/Motion:
Do not approve the proposed amendments and provide direction to staff regarding the completion of remaining inspection services and project closeout documentation.
