Approve subrecipient Agreement between the County of Mendocino and the Round Valley Indian Tribes (RVIT) in the amount of $104,101.60 to provide services in relation to the County’s Community Development Block Grant (CDBG) standard Agreement number 21-CDBG-NH-20006 to target illegal dumping, general site clean-up, and blight removal in Covelo and Round Valley area, effective upon full execution through December 31, 2025; authorize the Chief Executive Officer (CEO) to sign any future amendments to the Agreement that do not increase the maximum amount; and authorize Chair to sign same.

Previous Board/Board Committee Actions:

On April 20, 2021, Planning and Building Services (PBS) brought forward a CDBG application for discussion and action requesting funding for three projects totaling $1,500,000. The Board of Supervisors adopted Resolution 21-059 approving the submission of an application for three projects (Round Valley Clean Up & Blight Removal; West Company Microenterprise Technical Assistance for Small Business Development; and Planning Technical Assistance for Senior and Community Center Design). In the same meeting, the Board also discussed and adopted a Memorandum of Understanding (MOU), BOS Agreement 21-070, with Round Valley Indian Tribes (RVIT) creating a partnership framework for continued cleanup efforts in Round Valley to be funded with the CDBG award if approved by the State.

 

On April 19, 2022, PBS brought forward a resolution revising the budget from the 2021 CDBG Notice of Funding Availability (NOFA) reducing the total award amount from $1,500,000 to $1,000,000 which reduced the amount for the Covelo Clean-Up project to $500,000.  The Board approved the revised budget in adopting Resolution 22-094.

 

 

Summary of Request

The approval of the contract between the County and the Round Valley Indian Tribes (RVIT) is imperative for the successful execution of the tasks delineated in grant 21-CDBG-NH-20006, which pertains to the Round Valley Community Cleanup Program. The involvement of RVIT is essential to ensure that these tasks are completed in accordance with the stipulated requirements and conditions of the grant.

 

The key tasks outlined in the grant comprise the following:

                     Providing Capacity-Building Assistance: This encompasses training, procurement of necessary equipment, and support for various site cleanup activities.

                     Developing Outreach Initiatives: This includes the creation of signage and social media content for a community outreach campaign. The County has established a partnership with MCRCD to undertake this work and facilitate community volunteer cleanup events, with MCRCD collaborating closely with RVIT on these initiatives.

                     Facilitating Community Cleanup Operations: MCRCD and RVIT will jointly work to support and implement community cleanup efforts.

                     Eliminating Waste and Junk Vehicles: This task involves the removal and disposal of waste and junk vehicles from a minimum of two prominent illegal dumping sites. The County will issue a Request for Proposals (RFP) to competitively procure licensed private firms for these services, in accordance with CDBG eligibility requirements and standard procurement procedures.

 

The formalization of this agreement with RVIT will foster effective collaboration on the Round Valley Community Cleanup Program, thereby advancing the program's objectives of enhancing community resilience and promoting environmental stewardship.
