Summary of Request:
The California Department of Public Health (CDPH) California Home Visiting Program (CHVP) receives and allocates $54.7 million annually in State General Funds for local assistance funding for early childhood home visiting across the State. CHVP services are a primary intervention strategy for families from pregnancy through kindergarten entry, with a focus on innovation practice to meet local needs. Mendocino County Public Health (PH) has been receiving CHVP funds since 2020, and utilizes them to provide innovative outreach and home visiting services to eligible participants through the Healthy Families Mendocino County Home Visiting Program, which has been implemented throughout Mendocino County since 2017.
On June 8, 2023, PH received a notice of award (NOFA) from CDPH announcing Fiscal Year (FY) 2023/24 CHVP Evidence-Based Home Visiting (EBHV) and Innovation (INNV) funding. Through this NOFA, Mendocino County is allocated $474,575 in EBHV funds and $135,000 in INNV funds.
On June 9, 2023, PH received the CHVP Consolidated Agreement Funding Application (AFA) for FY 2023/24 through FY 2027/28. The AFA provides allocation and contract funding updates for three initiative funding sources under CHVP, including Maternal, Infant, and Early Childhood Home Visiting (MIECHV), EBHV, and INNV. PH submitted the AFA to CDPH on August 17, 2023.
The proposed CHVP EBHV and INNV allocations and AFA enable PH to expand participation in home visiting services beyond current caseload capacity, and support rebuilding and stabilization of staff and families through innovation projects that include enhanced training and technology. Since the proposed NOFA was received less than a month before the effective date, the EBHV and INNV allocations are now retroactive. Additionally, due to time constraints, the proposed AFA was submitted to CDPH on August 17, 2023, prior to Board of Supervisors approval. As a result, PH is now seeking retroactive approval of the allocations, and ratification of submission of the AFA.
