Summary of Request:
Health and Human Services Agency (HHSA), Behavioral Health and Recovery Services (BHRS) currently contracts with Redwood Quality Management Company (RQMC) for the provision of all mandated Specialty Mental Health Services on behalf of Mendocino County. RQMC, functioning as an Administrative Services Organization (ASO), oversees and manages the delivery of Specialty Mental Health Services, both to children and youth, age 24 and younger, and to adults, age 25 and older, through a well-developed coalition of local subcontractors.
Pursuant to the proposed Agreement, RQMC will also maintain responsibility for the provision and management of Medication Support Services for eligible beneficiaries of all ages as mandated by the County’s Mental Health Plan. Before July 1, 2016, the date the Ortner Management Group contract ended, these services were incorporated into two ASO contracts (RQMC for services to children and youth, Ortner Management Group for services to adults). BHRS assumed responsibility for adult Medication Support Services after the Ortner contract ended while RQMC assumed responsibility for the remaining adult services. BHRS transferred Adult Medication Support Services to RQMC in January, 2018, midway through the 2017-18 contract. The proposed Agreement consolidates Medication Support Services for all Mendocino County beneficiaries for the 2018-19 fiscal year.
