Summary of Request:
The County issued a Request for Proposal (RFP) for a Local Hazard Mitigation Plan and General Plan Safety Element Consultant on November 25, 2019. After careful evaluation of the proposals and interview with the vendors, Atlas Planning Solutions was selected for its experience and qualifications.
Atlas Planning Solutions will assist with updating the Mendocino County multi-jurisdictional, multi-hazard local mitigation plan and the County’s General Plan Safety Element. This project will result in a FEMA-approved update to the Mendocino County Multi-Jurisdictional Local Hazard Mitigation Plan (LHMP) which was last updated and approved on December 29, 2014. This plan will need to be approved and adopted by CalOES and FEMA by September 1, 2020 so that the County is not required to return currently obligated funds back to FEMA for all of the projects that the County has currently under the Hazard Mitigation Grant Program. The City of Willits, City of Ukiah, City of Fort Bragg, City of Point Arena, and the Mendocino County Office of Education have committed to participate in the plan update.
The General Plan Safety Element component of this project will result in the integration of the updated LHMP into the Safety Element. This integration will need to be in compliance with Assembly Bill AB2140 and Senate Bill SB379. The remainder of the County’s General Plan will also be reviewed for consistency with the updated Safety Element. This project will result in a linkage/incorporation of both the Safety Element and the LHMP.
