Summary of Request:
The State of California Board of State and Community Corrections (BSCC) is providing $7 million for local corrections agencies for a statewide mental health training initiative. The funding is distributed on a per capita basis to local sheriff departments, police departments and probation agencies for mental health related training delivered to their Standards and Training for Corrections (STC) eligible staff. The funds will be utilized for critical mental health related training for local corrections staff. Juvenile Hall will receive $270 for each of the 17 staff positions to be trained. Staff positions include line staff, supervisors, managers and administrators. Mental health training is broadly defined to include single training or multiple subject courses of training that include such content as signs and symptoms of mental illness, substance use disorder, trauma informed care, stigma and bias, crisis intervention, de-escalation techniques, and suicide prevention. The funds can only be used on STC certified courses and in the four STC approved categories of tuition, per diem, travel, and replacement costs.
Funds were appropriated for the grant effective May 1, 2019. A survey was subsequently sent out to all counties to determine the total allocated amount by county. The State of California distributed the State’s Standard Agreement on August 16, 2019. Due to corrections required on the Agreement, the final version of the Standard Agreement was distributed on November 4, 2019. On November 4, 2019, an email was sent to the CEO’s office to seek approval to submit the grant agreement with follow up to the Board of Supervisors at their next available meeting as time was of the essence to get completed paperwork submitted; approval was given. The award for Mendocino County Probation is $4,590.
