Previous Board/Board Committee Actions:

In 1991 the Board adopted Division II of Title 20 of Mendocino County Code through Ordinance No. 3785. Included in Division II is Section 20.536.055 which allows Permits for Approval of Emergency Work. In cases of a verified emergency, temporary emergency authorization to proceed with remedial measures may be given by the Director or his or her designee until such time as a Coastal Development Permit application is filed. The Director shall report in writing to the Board of Supervisors at each meeting the emergency permits applied for or issued since the last report, with a description of the nature of the emergency and the work involved. The report of the Director shall be informational only.  The decision to issue an emergency permit is solely at the discretion of the Director. Notice of emergency permits shall be provided by phone or letter to the California Coastal Commission within three (3) days, following issuance of the emergency permit.                     

 

Summary of Request

North Gualala Water Company seeks to trench and install underground plumbing to carry water from the tank’s current location, under Sunset Drive to two (2) 4,500-gallon temporary tanks (totaling 9,000-gallons of storage capacity). This work will affect two Assessor Parcel Numbers (APN), the location of the existing wooden tank located at 143-222-07 and the 100 square-foot pump building at 143-223-09. Taking the failing Parr Tank offline will prevent unnecessary damage. In doing so, the imminent threat of accessibility to potable water and damage caused to private structures will be reduced while the engineering firm finalizes the comprehensive plan to replace the failing system with a more comprehensive and permanent water supply tank and associated lines. All emergency work to be conducted will occur in a manner allowing for decommissioning of temporary tanks and any other temporary infrastructure related to water conveyance. As described in the Botanical and Biological Scoping Survey Report prepared by Spade Natural Resources Consulting for Analytical Environmental Services submitted along with application materials, the project site is within proximity of a Bishop Pine forest which is a special status vegetation alliance that contains rare Mendocino Cypress trees. There is also a stream and roadway culvert associated with the project site and standard Best Management Practices (BMP) shall be employed to assure minimization of erosion and impact to existing environmental factors. If the Parr Tank and associated pump shelter are not replaced immediately, 117 water customers of the North Gualala Water Company will lose access to potable drinking water. Additionally, the availability of water for firefighting will be compromised and several residential structures within Water Zones 4 and 5 will be under threat. Prior to expiration of this Emergency Permit, the applicant shall submit a standard Coastal Development Permit application for the work authorized by the permit.
