Summary of Request

Star View Behavioral Health, Inc. DBA Star View Adolescent Center is an adolescent treatment facility located in Torrance, California. Star View Adolescent Center is a comprehensive mental health treatment program for young people with severe emotional challenges who cannot be treated effectively in other existing community based intensive treatment programs. The multilevel program provided by Star View Adolescent Center combines high quality residential care, and educational services with mental health treatment and rehabilitation. The integrated program provided by Star View Adolescent Center eliminates the need to admit children in acute psychiatric crisis to a hospital where they are unknown and might not be able to resume their residential placement. Star View Adolescent Center treats children who have experienced severe complex trauma, or children with serious emotional challenges requiring intensive services in a secured environment. Star View Adolescent Center is a 60-bed facility and serves children  between the age of 12-17 years old.

 

Currently, there are no local facilities in Mendocino County that are able to provide the adolescent mental health services provided by Star View Adolescent Center. As a result, Behavioral Health and Recovery Services (BHRS) is seeking approval of the proposed Agreement with Star View Adolescent Center to provide adolescent mental health services to eligible Mendocino County clients. Through the proposed Agreement, BHRS will place qualified mental health adolescents at Star View Adolescent Center, where they will receive an array of mental health services with an overall goal to improve client functioning, and successfully discharge or transition them to a lower level of care, including community placements or to families/guardians.

 

Due to the unexpected nature of necessary mental health services for Mendocino County eligible adolescents, this Agreement was not anticipated. BHRS began processing the proposed Agreement as soon as the need was recognized, therefore, the proposed Agreement is before the Board of Supervisors with a retroactive start date of November 30, 2023.
