By Resolution Number (No.) 20-016 (February 25, 2020), the Board approved Board of Supervisors (BOS) Agreement No. 20-014/Department of Transportation (DOT) Agreement No. 190028 with Wylatti Resource Management, Inc., for Leachate Monitoring and Hauling Services for Laytonville and Caspar Landfills. By Resolution No. 21-056 (April 20, 2021), the Board approved Amendment No. 2 (BOS Agreement No. 20-014-A1). By Resolution No. 21-095 (June 22, 2021), the Board approved Amendment No. 3 (BOS Agreement No. 20-014-A2). By Resolution No. 22-117 (May 17, 2022) the Board approved Amendment No. 4 (BOS Agreement No. 22-118). Summary of Request:
On February 25, 2020, following a competitive procurement process, BOS Agreement No. 20-014/DOT Agreement No. 190028, was awarded to Wylatti Resource Management, Inc., for leachate hauling and disposal for Laytonville and Caspar Landfills. The term of the existing agreement expires on June 30, 2024 at which time the services will be competitively bid. The proposed Amendment No. 6 to BOS Agreement No. 20-014/DOT Agreement No. 190028 increases the total amount by $140,000 to a revised not-to-exceed amount of $519,000. These additional funds are needed to ensure the contractor is able to continue hauling leachate throughout the winter. DOT recommends and respectfully requests the Board of Supervisors approve Amendment Number 6 to Board of Supervisors Agreement Number 20-014/Department of Transportation Agreement Number 190028.
Alternative Action/Motion:
Do not approve Amendment No. 6 to BOS Agreement No. 20-014/DOT Agreement No. 190028 and discontinue leachate hauling by outside vendors.
