Summary of Request:
The proposed Amendment to Agreement with the City of Fort Bragg is funded by the Homeless Housing, Assistance, and Prevention (HHAP) Grant Program to provide hotel-based non-congregate emergency shelter services to persons experiencing homelessness in the Mendocino coastal area during extreme weather events. This population includes, but is not limited to, families with children under the age of 16, the elderly, and severely disabled individuals who cannot be accommodated at coastal year-round shelters during extreme weather events.
The proposed Agreement is fully funded with grant funds and no General Fund dollars will be used. This Agreement resulted from a formal Request for Proposal process implemented during the fall of 2023, using HHAP funding jointly administered by both the County and the Mendocino County Homeless Services Continuum of Care (CoC.) The resulting proposals were approved by the CoC Board at their November 20, 2023, meeting. The original proposal submitted by the City of Fort Bragg included a funding request that would be sufficient for two winter seasons, and the Board of Supervisors approved contract #24-014 that was intended to meet the need for two winter seasons. However, the funding amount approved through the RFP process is now estimated to be sufficient for three winter seasons.
