Previous Board/Board Committee Actions:

On June 23, 2024, the Board of Supervisors adopted the Master Position Allocation Table for the FY 2024-2025 Budget, Resolution Number 24-098. On February 6, 2024, the Board of Supervisors adopted the 2024 Voluntary Separation Program and designated list of positions; on February 11, 2025, the Board of Supervisors adopted the 2025 Voluntary Separation Incentive Program and designated list of positions.

 

Summary of Request

 

The purpose of the VSIP is to allow employees to voluntarily resign, by offering lump-sum, post separation payments as an incentive for employees to voluntarily separate employment from the County.  Eligible employees who voluntarily leave County employment afford the County the opportunity to be better poised to strategically plan future resources, realize financial savings, and avoid involuntary staff reductions.

 

The context of the VSIP is to incentivize employees to vacate allocations/positions prior to a designated date and would require that the departments hold the vacancies for a period of two (2) years and the VSIP employee cannot be rehired for 2 years.   Departments will monitor the effects of the vacated positions and consult with Executive Office and Human Resources for any needs that arise.

 

The savings will depend on the actual number of employees participating in the VSIP and their years of service. The cost for the VSIP is a one-time expense.

 

Human Resources received 32 Statement of Interests from employees, 28 received are recommended for the program. Attached to this item is the Voluntary Separation Incentive Program - designated list of positions.

 

Recommendation is to approve the VSIP designation list of employee-initiated positions.

Do not adopt recommendations and direct staff.
