Summary of Request:
The contract with Tapestry Family Services for specialty mental health services is part of a continuum of Mendocino County Behavioral Health Care Providers established subsequent to a Request for Proposal (RFP) 010-24, completed in FY 23/24. The RFP selection Committee consisted of reviewers from Behavioral Health, Probation, Sheriff, and Social Services. Tapestry provides specialty mental health and Mental Health Services Act services to Mendocino County residents in Ukiah, Fort Bragg, and via telehealth. Services are provided to Mendocino County residents who meet medical necessity and access criteria and have Medi-Cal or are indigent. Based on the original agreement, Tapestry Family Services was estimated to serve up to 1,375 beneficiaries. Tapestry Family Services has been providing specialty mental health medication support services for beneficiaries for several years. The original estimated contract total, including Full Service Partnership (FSP) Whatever it Takes funds of $75,000 and FSP/SMHS $ 8,502,300, totaled $8,577,300, with an estimated cost per beneficiary of $6,238.
This amendment adjusts allocations to reflect actuals, increasing the total by $450,000 in Specialty Mental Health, to reconcile costs with actual services based on which funding source the beneficiaries were qualified.
This agreement is going to the Board of Supervisors (BOS) for retroactive approval because the reconciled costs were determined in late June. This did not allow sufficient time to complete all necessary reviews and approvals prior to the contract's end date.
