Recommended Action/Motion:
recommendation
Approve Lease Agreement with Redwood Community Services, Inc. (RCS) in the amount of $12 per year, for County premises located at 641 Orchard Avenue in Ukiah, for the purpose of operating a Crisis Residential Treatment Facility (CRT), effective July 1, 2024, through June 30, 2026; and authorize Chair to sign same.
End
Previous Board/Board Committee Actions:
On March 15, 2022, the Board approved an Agreement with RCS (BOS Agreement No. 22-063) for operation of the CRT and Lease (BOS Agreement No 22-064) for the CRT facility. The original lease had a term of two years and included language allowing up to two additional two-year periods (through 2028). The Board amended Agreement No. 22-063 on 5/23/23, 7/25/23, 9/12/23, and 6/25/24.
Summary of Request:
CRT operations are funded through Medi-Cal, Realignment, and the Mental Health Services Act. The County premises located at 641 Orchard Avenue provide Residential Treatment Facility operations, and Crisis Residential services. Services are provided on a transitional basis to Mendocino County adults, aged 18 years or older, who are experiencing a mental health crisis. The CRT has a 30-day maximum stay. Services are provided with a goal of transitioning clients from higher, more expensive levels of mental health service to more independent lower levels of care and housing in the community. Although the Board has routinely amended BOS Agreement No. 22-063, the term of the associated lease (BOS Agreement No. 22-064) became disassociated and must be corrected. This issue will not recur in the future as new language will be included in a new operating agreement to incorporate the lease as an attachment. It is requested that the Board retroactively approve the lease agreement with RCS, for operation of the CRT, effective July 1, 2024, through June 30, 2026.
