Previous Board/Board Committee Actions:

On September 21, 2010, the AQMD Board adopted District Policies for Purchasing, Leasing, and Contracting, and Vehicle Purchasing and Operation.

On September 23, 2025, the AQMD Board adopted an updated Memorandum of Understanding (MOU) with the County regarding the provision of services by the County.  The AQMD Board also directed District staff to prepare additional documentation if necessary to implement terms and direction of the MOU.

Summary of Request

The updated County MOU specifies the AQMD Board’s intent that the District rely primarily on County support where it is available and states the District will comply with County’s Policies.  It also states that any policies separately adopted by the District are supplementary.  To streamline implementation of this updated MOU and minimize potential confusion, it is requested that the AQMD Board cancel two separate District Policies adopted in 2010, which have been referred to as Administrative Policy 1: Purchasing, Leasing and Contracting and Contracting; and Administrative Policy 2: Vehicle Purchasing and Operation.
