Previous Board/Board Committee Actions:
On February 7, 2017, Resolution 17-019 authorized the Sheriff’s Office submittal of a proposal for funding through the Adult Local Criminal Justice Facilities Construction Financing Program (SB844) for additional specialty housing and expanded program, training, and mental healthcare space at the County jail and authorized an appropriation for the local match portion of the project of approximately $1.047 million. Subsequently the Board of Supervisors has approved funding increases and changes and on October 31, 2023 accepted the total project estimate of $43,999,800 and authorized contract award to Broward Builders, Inc in the amount of $35,859,000 for construction of the new jail that will serve as a behavioral health wing pending final funding approval by the California Department of Finance.
Summary of Request:
On January 24, 2024 the Purchasing Agent approved agreement PA 24-39 with GeoCon Consultants Incorporated (GeoCon) for geotechnical testing and observation services for the project based on the consultants proposal that assumed 25 site visits would be required to test inspect the work. The construction contract with Broward Builders, Inc. began on February 14, 2024, and once work began on excavations for building and related utilities, GeoCon began providing geotechnical inspection and observations services in response to inspection requests submitted by Broward Builders. Due to scheduling and phasing requirements of the project that were not known to GeoCon at the time of their proposal significant additional site visits will be required to complete all required geotechnical testing and observation. This amendment provides for 36 additional visits for those services through the duration of the project if required. Payment terms in the agreement call for payment for actual hours and costs not to exceed the amended contract amount, and the County will only be charged for visits made and services provided.
