August 17, 2021, Item 4(r), the Board ratified submission of Grant Application, and approved revenue Agreement No. 21-HHAP-00030 with Business, Consumer Services, and Housing Agency, Homeless Housing Assistance and Prevention Program Allocation Round 2 in the amount of $437,551, effective upon full execution through June 30, 2026, with Mendocino County as the administrative entity for the Mendocino County Homeless Services Continuum of Care (CA-509).
Summary of Request:
The State of California established the Homeless Housing, Assistance, and Prevention Program (“HHAP” or “Program”) with the goal of providing one-time flexible block grant funds to continuums of care and counties to support regional coordination and expand or develop local capacity to address immediate homelessness challenges, informed by a best-practices framework focused on moving homeless individuals and families into permanent housing and supporting the efforts of those individuals and families to maintain their permanent housing. HHAP has issued four rounds of funding to the County of Mendocino and the Mendocino County Homeless Services Continuum of Care (MCHSCoC). The proposed Agreement with Redwood Community Services, Inc. (RCS) is funded through the MCHSCoC’s Round 1 and/or Round 2 allocations of HHAP funding.
Through the proposed Agreement, RCS will provide congregate shelter for individuals and families experiencing homelessness in Mendocino County. This service will include access to the Building Bridges homeless resources center, shelter support staffing, operating activities, utilities, supplies, insurance, maintenance, linkage to other services, review of program eligibility, and monthly reporting.
The Governing Board of MCHSCoC met on January 8, 2023, to approve the overall allocation of HHAP funds for emergency shelter countywide. At the same meeting, the MCHSCoC Board appointed an Ad-Hoc Committee to review requests for funds. The Ad-Hoc Committee subsequently met on February 7, 2023, determining which vendors would be offered contracts with the County for shelter services utilizing HHAP funds. Contractors were immediately notified of the Ad-Hoc’s decision, and the contracting process began with terms starting January 1, 2023. Since the contracting process could not be initiated until the CoC, MCHSCoC Board, and Ad-Hoc Committee approved vendors and funding amounts, the proposed Agreement is being approved retroactively.
