Previous Board/Board Committee Actions:
On February 4, 2020 the Board approved an allocation of $25,000 for a Cannabis Equity Assessment; and directed staff to utilize the California Center for Rural Policy at Humboldt State University to complete Cannabis Equity Assessment; to draft Resolution establishing Cannabis Equity Program contingent upon State funding; to submit a Cannabis Equity Application; and return to the Board of Supervisors for approval and adoption in time for submission by February 28, 2020.
On February 25, 2020, the Board adopted Resolution No. 20-020 which approved the Mendocino County Cannabis Equity Assessment; adopted the Mendocino County Local Equity Program and Program Manual and authorized Chair to sign same; authorized the Chief Executive Officer or designee to revise as deemed appropriate and submit a grant application to the Governor's Office of Business and Economic Development for purposes of funding the Mendocino County Local Equity Program; and allocated one-hundred thousand dollars ($100,000) of Cannabis Business Tax in FY 2020-21 as a Grant Match Upon Grant Award.
Summary of Request:
Department of Planning and Building Services staff requests the Board of Supervisors adopt a Resolution Approving a Revised Mendocino County Local Equity Program Manual. The Staff presentation will summarize the proposed Cannabis Equity Program Manual changes which include: 1) Aligning qualification eligibility into one category removing qualifications that do not meet State guideline requirements; 2) Focused Grant Services into 3 categories; 3) Authorization to the Department of Planning and Building Services for Program Administration including developing policies, procedures, grant funding caps/grant agreements, forms etc. for efficient administration and launch of the grant program; 4) Authorization to the Department of Planning and Building Services to Contract Services for Grant Administration and Direct Technical Assistance through the County of Mendocino’s Procurement Process.

budget clarification: The County originally applied for $5 million in grant funding, but was awarded $2.2 million. There may be flexibility in the way this match funding can be used. |
