Previous Board/Board Committee Actions:

All County Job Classifications are approved by Civil Service and/or Board Action prior to use; the classifications referenced in Attachment A were approved by the Board at various times between 1999 and 2020.  On October 15, 2025, the Civil Service Commission approved the abolishment of dormant Civil Service classifications during its public meeting.                     

 

Summary of Request

The Human Resources Department is charged, as part of the overall maintenance of the classification and compensation plan, to evaluate current classifications, create new classifications (including appropriate salary levels), reclassify positions, examine requests for salary grade adjustments, analyze allocations, and make recommendations for additions, modifications, and corrections.

 

The proposed Resolution and Attachment A call for the abolishment of 56 County Job Classifications that have been determined to be dormant.  Many of the classifications have not been utilized since prior to 2020.  Classifications become dormant for a variety of reasons such as departments began using other existing classifications better suited to do the work being performed; or the classifications were replaced with new classifications; or the County no longer provides services that utilized specific classifications. There are no incumbents serving in these classifications.

 

Human Resources notified the affected bargaining units of the intent to recommend abolishment of these classifications.  The County has fulfilled its obligations with the various affected bargaining units with regard to the abolishment of the dormant classifications.  Human Resources recommends the Board adopt the attached Resolution and Attachment A as presented.

 

Alternative Action/Motion:

Do not adopt Resolution abolishing dormant classes and direct staff.
