Summary of Request

The State of California authorizes each county to develop an Emergency Medical Services (EMS) program and to designate a Local Emergency Medical Services Agency (LEMSA) to oversee delivery of EMS within its geographical area. As documented in California Health and Safety Code (Division 2.5, Chapter 6, Article 1, Sections 1798.100 - 1798.105), Base Hospitals must be designated by the LEMSA in order to provide medical control, direction, and accreditation, certification, and supervision of personnel delivering emergency medical services. Pursuant to those guidelines, Mendocino County’s LEMSA has consulted with the Health and Human Services Agency and cosigned the Amendment and Agreement presented for Board approval today.

 

As designated by Mendocino County’s LEMSA, Adventist Health Howard Memorial, Adventist Health Ukiah Valley, and Mendocino Coast District Hospital have served as Base Hospitals for EMS providers. The Board of Supervisors approved amendments to the Base Hospital Agreements with Adventist Health Ukiah Valley and Adventist Health Howard Memorial to include Fiscal Year 2018-19 in December 2018 and January 2019 respectively. Although the Fiscal Year 2018-19 amendment with Mendocino Coast District Hospital was drafted and processed within a similar timeframe, staffing changes at Mendocino Coast District Hospital’s executive level caused delays, and the signed amendment was only recently returned. The Health and Human Services Agency requests Board approval of this retroactive amendment to cover costs associated with the LEMSA’s administration of EMS Base Hospital services through Mendocino Coast District Hospital in Fiscal Year 2018-19.

 

Today’s item also requests retroactive approval of a newly-drafted Agreement allowing Mendocino Coast District Hospital to serve as a Base Hospital from July 2019 through June 2022. The Health and Human Services Agency worked closely with County Counsel and the LEMSA to refine the original 2013 Agreement. This process required additional time for consultation with all parties and necessitated the retroactive start date.

 

One additional agreement combining the two Adventist Health Hospitals is currently being reviewed by Adventist Health; the Health and Human Services Agency will submit that Agreement for Board approval at a future date.
