Adopt Resolution authorizing the Director of Transportation or designee to accept the State of California Sustainable Transportation Planning Grant Program funding in the amount of $442,650, with a local match of $57,350, execute the Agreement and any amendments thereto, and sign any other necessary related documents on behalf of Mendocino County for the Climate Adaptation Storm Drainage Vulnerability Analysis Project in various locations throughout the County; and authorize Chair to sign same.

Summary of Request:
Mendocino County currently experiences localized flooding in various areas throughout the County due to inadequate culvert capacities and changing climate which, in turn, disrupts transportation and creates a safety issue for communities. This project will conduct a vulnerability analysis of culverts running under County owned roads in the northern part of the Ukiah, Talmage, Old Hopland, Irish Beach, and West Road in Redwood Valley, for impacts due to climate change and develop a plan for drainage infrastructure associated with the County-maintained Road system to prioritize replacement of culverts that cannot accommodate these impacts. The Department of Transportation (DOT) has been awarded funding from the Sustainable Transportation Planning Grant program from the State of California (Caltrans) in the amount of $442,650, with a local match of $57,350, to implement the project. The local match will be covered by the Road Fund. DOT is requesting the Board authorize the Director of Transportation or his designee to accept the Sustainable Transportation Planning Grant Funding from the State of California in the amount of $442,650, execute the agreement and any amendments thereto, and sign any other necessary related documents on behalf of Mendocino County to implement the project.
Alternative Action/Motion:
Do not authorize acceptance of the Sustainable Transportation Planning Grant Program Funding from the State of California and do not complete implementation of a storm drainage vulnerability analysis.
