By Resolution Number (No.) 07-220 (November 6, 2007), the Board of Supervisors (BOS) approved BOS Agreement No. 07-242/Department of Transportation (DOT) Agreement No. 070074, with Drake Haglan and Associates (DHA), for completion of a feasibility study for the Redemeyer Road Extension Project. By Resolution No. 09-102 (May 19, 2009), the BOS approved BOS Agreement No. 09-078/DOT Agreement No. 090113, Amendment No. 1 to Agreement No. 07-242/070074, with DHA.
By Resolution No. 07-218 (November 6, 2007) the BOS approved BOS Agreement No. 07-241/DOT Agreement No. 070056, with the KOA Corporation (KOA), for completion of a feasibility study for the Brooktrails Second Access Project. By Resolution No. 09-101 (May 19, 2009), the BOS approved BOS Agreement No. 09-077/DOT Agreement No. 090112, Amendment No. 1 to Agreement No. 07-241/070056, with KOA. By Resolution No. 11-070 (May 17, 2011), the BOS authorized DOT to award BOS Agreement No. 11-045/DOT Agreement No. 100086 for the Brooktrails Second Access - Preliminary Engineering - Phase 1, which was awarded to DHA. By Resolution No. 11-161 (December 13, 2011), the BOS approved BOS Agreement No. 11-045A1/DOT Agreement No. 110113, Amendment No. 1 to Agreement No. 11-045/100086, with DHA. By Resolution No. 12-021 (February 13, 2012), the BOS accepted the revised Feasibility Study for the Brooktrails Second Access Project and approved BOS Agreement No. 11-045A2/DOT Agreement No. 120009, Amendment No. 2 to Agreement No. 11-045/100086, for work to be performed under the Brooktrails Second Access - Phase 2 - Project Approval and Environmental Documentation (PA&ED), with DHA.
Summary of Request:
The Local Transportation Climate Adaption Program (LTCAP) grant provides funding for the development and implementation of projects that are intended to adapt to the changing climate, increase climate resiliency, and protect at-risk transportation infrastructure as well as vulnerable and under-resourced communities. Both the Redemeyer Road Extension and Brooktrails Second Access Projects provide additional thorough connections to improve public safety service and emergency response time.
The Redemeyer Road Extension consists of construction of a roadway to extend Redemeyer Road, County Road (CR) 215A, to the west over the Russian River to intersect with North State Street, CR 104, including the construction of a new bridge across the Russian River and an at-grade crossing over the existing Northwestern Pacific Railroad tracks or routing to Lake Mendocino Drive, CR 227B, at the railroad crossing.
The Brooktrails Second Access Project consists of construction of a roadway from Mile Post 3.00 on Sherwood Road, CR 311, to the east over Upp Creek to intersect with North Main Street (Willits), including the construction of a new bridge across Upp Creek.
Both the Redemeyer Road Extension and Brooktrails Second Access Projects include eligible activities under the LTCAP grant as a part of Resilience Improvements, which improve the resilience of infrastructure from the impacts of changing conditions, such as wildfires, as well as Community Resilience and Evacuation Route activities that strengthen and protect evacuation routes that are essential to providing evacuations. The LTCAP grant programs a maximum of $50 million per project and requires a 20% non-federal match. Non-federal match funding may be requested from the available LTCAP state-only funds, for which priority is given to rural, underserved areas. Activities for both projects would include the completion of design, environmental, right-of-way, and construction. DOT is requesting the Board authorize the grant applications for assistance with operational expenses under the LTCAP grant and authorize the Director of Transportation to accept the grant(s) and execute the grant agreement(s) and sign any other necessary related documents on behalf of Mendocino County if awarded. Should a local match be required, DOT will come back to the Board to seek direction and match funding.
Alternative Action/Motion:
Do not authorize the grant applications for LTCAP assistance and do not authorize the Director of Transportation to accept the grant(s).
