Previous Board/Board Committee Actions:
By Resolution Number (No.) 21-051 (April 20, 2021), the Board declared a local emergency and imminent threat of disaster due to drought conditions. On June 8, 2021, the Board directed the Executive Office to proceed with establishing the Mendocino County Water Agency as a stand-alone agency. On November 9, 2021, the Board approved a Professional Services Agreement with GEI Consultants, Inc., for the re-establishment of a stand-alone Mendocino County Water Agency (MCWA). On March 15, 2022, the Board created a Funding Ad Hoc for Supervisors Haschak and McGourty, to work with GEI Consultants Inc. on a funding plan for the re-establishment of a stand-alone Mendocino County Water Agency. On May 17, 2022, the Board received an update regarding re-establishment of a stand-alone Mendocino County Water Agency, during which they gave direction to come back with less costly solution(s). During the June 7, 2022, Budget Hearings, the Board gave subsequent direction that the options cost no more than $250,000, which was included in the 2022-23 Fiscal Year Budget. In response to the Board’s direction, on August 2, 2022, three scenarios were presented, and the Board directed staff to hire a consultant to assist with grants for water projects within the County and to develop the Mendocino County Water Resource Team (MCWRT), including support from County staff and University of California Cooperative Extension. By Resolution No. 22-257 (December 13, 2022), the Board approved Board of Supervisors Agreement No. 22-310, with EKI Environment and Water, Inc. (EKI), to serve as the water resource specialist and to create a MCWRT to serve as the MCWA.
Summary of Request:
Task Six under Board of Supervisors Agreement No. 22-310, with EKI Environment and Water, Inc. (EKI), is to establish a Mendocino County Water Resource Team (MCWRT) using a matrix approach and prepare for a transition. The Board will receive a presentation from EKI regarding their work to date on the establishment of the MCWRT. Staff requests the Board provide direction as appropriate.
