Retroactively adopt Resolution authorizing submission of the application for Round 6 of Homeless Housing, Assistance and Prevention (HHAP-6) Program funds that includes a Regionally Coordinated Homelessness Action Plan (RCHAP), and Administration of the Mendocino County Homeless Services Continuum of Care’s (MCHSCoC) allocation of HHAP-6 funds as its Administrative Entity; approve Memorandum of Understanding (MOU) with MCHSCoC, in the amount of $0, to submit a joint application for Round 6 of HHAP Program funds through a RCHAP for a combined total of $1,826,480.60, and administration of the MCHSCoC’s allocation of HHAP-6 funds as its Administrative Entity, effective February 24, 2025, through June 30, 2029; authorize the Social Services Director or designee to sign any future amendments that do not increase the annual maximum amount; and authorize Chair to sign same.

On February 4, 2020, the Board approved action Item 8(a), “Authorization for the Homeless Action Ad Hoc Committee (Supervisors Gjerde and McCowen) to meet with staff and community stakeholders to develop a preliminary expenditure plan and submit an application for Homeless Housing, Assistance and Prevention (HHAP) Funding.”
On July 14, 2020, the Board approved Consent Agenda Item 4(i), “Ratification of submission of revenue Agreement No. 20-HHAP-00010 with Business, Consumer Services and Housing Agency (BCSH) for Homeless Housing, Assistance And Prevention Program allocation in the amount of $924,734.12, effective upon execution through June 30, 2025, with Mendocino County as the Administrative Entity for the Mendocino County Homeless Services Continuum of Care (CA-509).”
On July 14, 2020, the Board approved Consent Agenda Item 4(k), “Ratification of submission of revenue Agreement No. 20-HHAP-00014 with Business, Consumer Services and Housing Agency for Homeless Housing, Assistance and Prevention Program allocation in the amount of $856,699.99, effective upon full execution through June 30, 2025.”
On August 17, 2021, the Board approved Consent Agenda Item 4(r), “Ratification of submission of grant application and approval of revenue agreement with Business, Consumer Services, and Housing Agency, Homeless Housing Assistance and Prevention Program Allocation Round 2 in the amount of $437,551, effective upon full execution through June 30, 2026, with Mendocino County as the Administrative Entity for the Mendocino County Homeless Services Continuum of Care (CA-509).”
On August 17, 2021, the Board approved Consent Agenda Item 4(q), “Ratification of submission of grant application and approval of revenue Agreement with Business, Consumer Services, and Housing Agency, Homeless Housing Assistance and Prevention Program Allocation Round 2 in the amount of $391,634, effective upon full execution through June 30, 2026.”
On April 5, 2022, the Board approved Consent Agenda Item 3(as), “Ratification of Submission of the Homeless Housing, Assistance, and Prevention Program Round 3 (HHAP-3) Standard Agreement to Apply Jointly with the Mendocino County Homeless Services Continuum of Care (MCHSCoC) and Approval of Revenue Initial Disbursement Standard Agreement No. 22-HHAP-10041 with Business, Consumer Services, and Housing Agency for HHAP-3 in the Amount of $567,869.71, Effective Upon Full Execution through October 1, 2026, with the County of Mendocino as the Administrative Entity for the Mendocino County Homeless Services Continuum of Care.”
On February 28, 2023, the Board approved Consent Agenda Item 3(ao), “Ratification of Submission of the Homeless Housing, Assistance, and Prevention Program Round 3 (HHAP-3) Joint Application with the Mendocino County Homeless Services Continuum of Care (MCHSCoC); and Approval of Revenue Remainder Disbursement Standard Agreement No. 22-HHAP-20041 with Business, Consumer Services, and Housing Agency for HHAP-3 in the Amount of $1,703,609.13, Effective Upon Full Execution through December 31, 2026, with the County of Mendocino as the Administrative Entity for the Mendocino County Homeless Services Continuum of Care.”
On October 31, 2023, the Board approved Consent Agenda Item 3u), “Ratification of Submission of the Homeless Housing, Assistance, and Prevention Program Round 4 (HHAP-4) Joint Application with the Mendocino County Homeless Services Continuum of Care (MCHSCoC); Approval of Standard Agreement No. 23-HHAP-10035 with Business, Consumer Services, and Housing Agency for HHAP-4 in the Amount of $2,138,443.88, Effective Upon Full Execution through December 31, 2027, with the County of Mendocino as the Administrative Entity for the MCHSCoC.”

Summary of Request:
On February 24, 2025, the California Department of Housing and Community Development (HCD) released the Round 6 Homeless Housing, Assistance and Prevention (HHAP-6) Notice of Funding Availability (NOFA). Mendocino County Department of Social Services submitted an online application for HHAP-6 on August 29, 2025. The HHAP-6 application required local jurisdictions to collaboratively develop a Regionally Coordinated Homelessness Action Plan (RCHAP), which is included in the HHAP-6 application, and in the proposed Memorandum of Understanding (MOU) with Mendocino County Homeless Services Continuum of Care (MCHSCoC). For the HHAP-6 funds, HCD allocated $883,203.78 to Mendocino County and $943,276.82 to MCHSCoC, for a combined total of $1,826,480.60. Mendocino County will serve as the Administrative Entity for the combined fund total.
The HHAP-6 application was collaboratively developed with the MCHSCoC by the Mendocino County Department of Social Services in partnership with the Executive Office and was submitted on August 29, 2025. The application submitted included a draft MOU, which is a requirement of the application. HCD conditionally approved the Mendocino County Region HHAP-6 application on February 27, 2026, predicated upon execution of the MOU. As such, Mendocino County Department of Social Services is seeking approval of the application accepted by HCD on February 27, 2026, and approval of the proposed MOU, which contains the RCHAP that was collaboratively developed with the MCHSCoC.
