Previous Board/Board Committee Actions:
On June 24, 2025, the Board of Supervisors adopted the Master Position Allocation Table for the FY 2025-2026 Budget, Resolution Number 25-111.
Summary of Request:
The Human Resources Department is charged, as part of the overall maintenance of the classification and compensation plan, to evaluate current classifications, create new classifications (including appropriate salary levels), reclassify positions, examine requests for salary grade adjustments, analyze allocations, and make recommendations for additions, modifications, and corrections.
At the request of the Health Services Director, Human Resources conducted a salary study of the Substance Abuse Counselor series and Mental Health Clinician classifications and is proposing revised salary ranges.
The study found the Substance Abuse Counselor series and Mental Health Clinician classifications to be approximately 2.5% percent below market. These positions require specialized licensure, certification, and clinical expertise in a highly competitive workforce.
Increasing wages will help align compensation with comparable agencies, improve the County’s ability to recruit and retain qualified staff, and reduce vacancy related service disruptions and overtime costs.
The impact below for this fiscal year is calculated at step 5 and includes the cost of benefits. The recurring cost shown below is calculated at step 5, including the cost of benefits.
The County has fulfilled its obligation under the Myers-Milias-Brown Act (MMBA) with the affected bargaining unit.
Alternative Action/Motion:
Do not adopt recommendation and direct staff.
