The Board previously approved the CENIC letters of agency on October 21, 2014: item 8a; on October 1, 2019: item 4i; and on September 26, 2023: item 3m.
Summary of Request:
Mendocino County Library would like to continue to participate as a member in the Corporation for Education Network Initiatives in California (CENIC) consortium which connects most research, educational institutions, and libraries in the state of California. The letter of agency allows the CENIC consortium, a 501©(3) nonprofit organization, to include the library in the federal E-rate discount program for the purposes of securing those discounts on eligible telecommunications and data transmission services for all library locations. The County Library has an agreement with the Imperial County Office of Education (ICOE) approved by the Board of Supervisors on March 26, 2024. ICOE administers the consortium procurement and will handle the E-rate filing for discounts in 2023-24, 2024-25, 2025-26, 2026-27, and 2027-28 E-rate application years. The E-rate reimbursements offset current and future invoices.
This program helps the county move towards An Effective County Government by providing substantial discounts to the library communications expenses. This program has also helped to install the first fiberoptic high-speed broadband in remote communities including Point Arena, Covelo, and Laytonville.
