Previous Board/Board Committee Actions:
On August 2, 2016, the Board adopted a Resolution placing before the voters an initiative measure to "fund facilities in Mendocino County to assist in the diagnosis and treatment of Mental Health and drug dependency." The initiative qualified for the ballot based on verified signatures of registered voters in Mendocino County. The measure received the support of more than 66% of the voters but fell just short of the two-thirds (2/3) vote required for passage; on July 11, 2017, the Board appointed a Mental Health Initiative Ad Hoc Committee consisting of Supervisors McCowen and Hamburg.
Summary of Request:
Sheriff Tom Allman, HHSA Director Tammy Moss Chandler, Behavioral Health Advisory Board Chair Jan McGourty, and the Mental Health Initiative Ad Hoc Committee of Supervisors McCowen and Hamburg request that the Board adopt the resolution presenting to the voters of Mendocino County an ordinance entitled the "Mental Health Treatment Act" which will adopt a one-half (1/2) cent sales tax for five years which will reduce to one-eighth (1/8) cent thereafter. This measure, if adopted by two-thirds (2/3) of the voters, will serve to greatly enhance public health and safety for all residents of Mendocino County. It is essential that we develop local facilities so that local residents who suffer from mental illness may be treated close to their homes and families.
It has long been recognized that additional resources are needed to humanely and effectively treat local citizens who suffer from Mental Health and other Behavioral Health issues. Last year Sheriff Allman successfully led the effort to put a measure on the ballot to fund development of facilities for improved diagnosis and treatment of local citizens who suffer from Mental Illness. Despite securing thousands of signatures to put the measure on the ballot, and being supported by over 66% of the voters, the measure fell just short of the two-thirds (2/3) majority needed for passage. The attached Mental Health Treatment Act has been revised to provide more detailed information regarding the types of facilities that may be developed and to allow for sustainable funding for the operation of the facilities and the diagnosis and treatment of people suffering from mental illness.
Based on the 2015 calendar year, it is estimated that the "Mental Health Treatment Act" transactions (sales) and use tax will raise approximately $6.8 million annually for the first five years and $1.7 million annually thereafter. State law provides that all of the funds raised will only be used for the purposes of providing improved services, treatment, and facilities for persons with Mental Illness and other behavioral health conditions, including addiction and neurological disorders. The "Mental Health Treatment Act" also provides for an independent eleven member advisory board that will function as an oversight committee that will make recommendations to the Board of Supervisors on the implementation of this ordinance.
Alternative Action/Motion:
Do not adopt the Resolution or Introduce and Waive Reading of the Ordinance and/or give additional direction to staff.
