Summary of Request:
The Board of State and Community Corrections (BSCC) administers the Proposition 64 Public Health and Safety Grant Program, which provides funding to local governments to address public health and safety impacts associated with illicit commercial cannabis activity. The BSCC released a new funding opportunity under Prop 64. Mendocino County Public Health (MCPH) identified this grant as a critical source of support for Cannabis Prevention and Education.
MCPH created the proposed grant application and submitted it to the Board of State and Community Corrections (BSCC) on March 30, 2026, and is now seeking Board of Supervisors (BOS) ratification of application submission, and approval for the Health Services Director to execute the grant Agreement, if awarded. Through the grant Agreement, MCHP will use funds for “Youth VAPE SAFE” which aims to reduce youth cannabis use in Mendocino County through a comprehensive, culturally responsive prevention strategy. Targeting youth ages 12-20 and their families, and integrating community education, parental engagement, responsible vendor training, and accessible cannabis support. Activities include school-based programs, culturally relevant outreach, and partnerships with local organizations, healthcare providers, and law enforcement. The project also addresses environmental health by providing safe disposal options for vaping devices and batteries on school campuses. Guided by an Adult-led Cannabis Coalition and an active Youth Coalition, the initiative leverages community assessments and existing resources to deliver impactful, sustainable interventions. Expected outcomes include decreased youth cannabis use, increased awareness of risks, and improved environmental safety.
Due to time constraints, the grant application was submitted to BSCC prior to BOS approval. MCPH is now seeking BOS ratification of the grant application, and authorization for the Health Services Director to execute the grant Agreement, if awarded.
