Previous Board/Board Committee Actions:
On October 18, 2016, the Board of Supervisors reviewed the revised Draft Medical Cannabis Cultivation Ordinance (10A.17), Draft Medical Cannabis Cultivation Site Zoning Regulation (20.242), California Environmental Quality Act (CEQA) Project Description and Initial Study. On December 1, 2016, the Mendocino County Planning Commission held a public workshop for community input. On December 15, 2016 and January 19, 2017 the Planning Commission held a public hearing on the proposed ordinances and CEQA documents. At the January 19 hearing the Planning Commission adopted a resolution making recommendations to the Board regarding the proposed ordinances and CEQA document. On February 7, 2017, the Board of Supervisors provided direction to staff regarding draft Medical Cannabis Cultivation Ordinance Chapter 10A.17; Zoning Ordinance Chapter 20.242; California Environmental Quality Act (CEQA) Initial Study; and Williamson Act Policies and Procedures.
Summary of Request:
On February 7, 2017 the Board of Supervisors (BOS) received a presentation from staff regarding the draft medical cannabis cultivation and zoning code ordinances; the Initial Study prepared pursuant to the California Environmental Quality Act, and revisions to the Williamson Act policies and procedures. On February 7 the BOS gave direction to staff on a wide variety of policy issues. This item is being brought forward to clarify and confirm the direction given to staff, including additional issues that may be identified by the BOS or staff. Please see the attached memorandum for a draft statement of direction given on February 7. The Board is requested to discuss, clarify, and confirm the listed items and additional issues that may not have been addressed on February 7.
